The following site rules must be strictly followed by all persons on site. Compliance with these requirements forms part of the terms, conditions, and specifications of your contract with Dirsell Constructions.
1. Principal Contractor WHS Management Plan
All contractors, their employees, and any subcontractors engaged must be familiar with and fully comply with the Principal Contractor’s Site WHS Management Plan. If unsure of any requirement, you must consult Dirsell Constructions prior to commencing or continuing any work.
2. Safe Work Method Statements (SWMS) & Safe Work Procedures Contractors are not permitted to commence any high-risk construction work without submitting an appropriate Safe Work Method Statement (SWMS) to Dirsell Constructions. All procedures in the SWMS must be followed at all times.
For all other work activities that are not classified as high-risk, contractors must provide documented Safe Work Procedures. These can be stand-alone documents or incorporated within SWMS documentation. All measures detailed in these documents are to be complied with at all times.
3. Definition of High-Risk Construction Work
As defined under Section 291 of the Work Health and Safety Regulation 2011 (Qld), (View Here ) high risk construction work means any construction work that involves or is likely to involve any of the following:
A risk of a person falling more than 2 metres
Work carried out on a telecommunication tower
Demolition of a load-bearing element of a structure or any part that relates to the structural integrity of the structure
Disturbance of asbestos
Structural alterations or repairs that require temporary support to prevent collapse
Work in or near a confined space - A shaft or trench with an excavated depth greater than 1.5 metres; or - A tunnel
The use of explosives
Work on or near pressurised gas distribution mains or piping
Work on or near chemical, fuel, or refrigerant lines
Work on or near energised electrical installations or services
Work in an area that may have a contaminated or flammable atmosphere
The use of tilt-up or precast concrete
Work on, in, or adjacent to a road, railway, shipping lane or other traffic corridor that is in use by traffic other than pedestrians
Work in areas where powered mobile plant is in operation
Work in areas with artificial extremes of temperature
Work in or near water or other liquid where there is a risk of drowning
4. Training Requirements
All contractors and any persons they engage must:
Hold a valid General Construction Induction (White Card). Evidence must be provided prior to starting work .
Complete Site Induction Training, including training on the relevant Site WHS Management Plan.
5. High-Risk Work Licences and Prescribed Occupations
All high-risk activities must be carried out by workers with the required licences or certificates of competency. Contractors are responsible for ensuring that all engaged personnel meet these legal requirements.
6. Laser Usage
Only Class 3A lasers may be used on-site, by trained personnel only. Lasers must be positioned away from eye level, and warning signage must be erected where required.
7. Moving Mobile Plant and Cranes
All workers must comply with operator safety instructions and remain within the operator's line of sight. Workers must never position themselves between vehicles, equipment, or structures.
8. First Aid
Contractors must maintain an adequately stocked first aid kit on-site, accessible at all times and compliant with statutory standards. All treatments administered must be recorded.
9. Incident Reporting
All incidents, injuries, near misses, property damage, and emergency situations must be reported to Dirsell Constructions immediately. These will be recorded and investigated in accordance with Dirsell Constructions’ safety management systems.
10. Housekeeping and Site Tidiness
Contractors are responsible for keeping work areas and access ways clear, safe, and tidy. Waste and debris must be placed in designated receptacles or removed from site as required.
11. Environmental Controls
All sediment barriers and environmental protection measures must be maintained and not altered. Any damage or issues must be reported to Dirsell Constructions immediately. Waste disposal, including slurries, must not enter stormwater drains.
12. Hazardous Chemicals
Contractors must supply Dirsell Constructions with a Hazardous Chemicals Register and Safety Data Sheets for all substances used on site, along with documented work procedures for safe handling.
13. Safety Signage
All safety signage, whether installed by Dirsell Constructions or the contractor, must be observed and maintained. Contractors are responsible for hazard-specific signage related to their work activities.
14. Personal Protective Equipment (PPE)
PPE, as specified by SWMS, Safety Data Sheets, manufacturer instructions, or site policies, must be worn by all personnel where required.
15. Plant and Equipment
All plant and equipment brought onto site must be well-maintained and safe to use. Operators must hold the appropriate licences or certificates. Evidence of inspection, maintenance, and compliance may be requested by Dirsell Constructions.
16. Working at Heights
All work conducted at heights greater than 2 metres, or at lower heights where determined by risk assessment, requires suitable fall protection and must comply with all WHS requirements and work procedures.
17. Electrical Safety
All electrical leads and plugs must be a minimum of 10 amps.
Piggyback plugs and double adaptors are not permitted.
Only industrial-standard equipment is to be used.
Electrical leads must be protected from water, damage, and trip hazards.
All electrical equipment must be connected to an RCD, which must be tested daily.
Electrical equipment must be inspected, tested, and tagged every 3 months by a licensed electrician or competent person.
18. Emergency Planning
All workers must familiarise themselves with emergency procedures and site-specific emergency plans.
19. Use of Common Plant
Where common plant is provided by the Principal Contractor, it is the contractor’s responsibility to ensure the plant is safe before each use. Any damage or defects must be reported to Dirsell Constructions immediately.
20. General Conduct on Site
All workers must ensure that:
All safety instructions issued by Dirsell Constructions are followed.
Alcohol and illegal drugs are not brought onto site or consumed on site.
No person is to work under the influence of alcohol or drugs.
Toilets are used and good hygiene is maintained.
Theft will not be tolerated and will be reported to the police.
No safety or environmental equipment (including scaffolding, barricades, silt fencing, or signage) is to be altered or removed without prior written approval.
21. Contractor Responsibilities (as per Section 7.6 of Dirsell Constructions WHS Management Plan )
Contractors engaged by Dirsell Constructions must:
Assess all risks involved in their work and submit Safe Work Method Statements and Safe Work Procedures to Dirsell Constructions.
Follow all safety instructions and directions issued by Dirsell Constructions.
Ensure that all persons engaged by them are familiar with and comply with the Site WHS Management Plan and the contractor’s safety procedures.
Provide adequate supervision and take corrective action where necessary.
